The Taxi and Limousine Commission (TLC) licenses and regulates NYC's taxi, car service, commuter van, and app-based vehicle industries. The for-hire vehicle industry is predominantly composed of drivers from communities of color who often face systemic economic vulnerabilities. TLC's equity goals address driver economic security, access to low-interest financing for accessible vehicles, combating deceptive business practices targeting drivers, and expanding language access.
