Plan area context
Black and Latino New Yorkers are disproportionately represented in NYC's jail and probation populations. Historical patterns of discriminatory policing, over-criminalization of low-level offenses, and barriers to reentry have compounded economic and social inequalities in communities of color. The plan acknowledges these systemic issues and calls for agencies to adopt anti-racist approaches to public safety that strengthen community trust and reduce disparities.
